Ohio House leader says task force may look into medical pot

COLUMBUS: The leader of the Ohio House says he may convene a task force to review medical marijuana policy.

State lawmakers have been examining potential legislative steps to address the issue after voters last month rejected a broad ballot initiative that sought to legalize pot for medical and recreational use.

Polls suggest Ohio voters back legalized medical marijuana. And House Speaker Cliff Rosenberger has said the issue has some support within his Republican caucus.

Rosenberger told reporters on Tuesday that he may ask a task force or potentially the House health committee to gather information about medical marijuana for the Legislature to consider.

Ohio voters may see a pot legalization question on next year’s ballot.

The head of the failed marijuana legalization campaign has said the effort is regrouping for 2016.


Akron man sentenced to four years in prison for causing high-speed crash in May that claimed life of 19-year-old woman

An Akron man was sentenced Tuesday to four years in prison for aggravated vehicular homicide in connection with a high-speed crash in May on Copley Road that took the life of a 19-year-old woman.

Andre Joseph Graves, 37, had been driving without a valid license since 1999, police said, when he caused a four-vehicle crash at a speed between 60 and 65 miles per hour in a 35 mph zone.

The vehicles that Graves struck were all stopped at a traffic light at the intersection of Copley and Crestview Avenue at about 8:30 a.m. on May 6.

India O. Douglas, of Bye Street in Akron, was trapped in her Chevy Cobalt and was removed from the vehicle by Akron firefighters.

Douglas suffered a serious head injury and died five days later.

Graves was driving a 2012 Honda CRV westbound on Copley Road when he rear-ended the victim’s vehicle, pushing it into a Hyundai Elantra. The Elantra then was pushed into a pickup truck, police said.

At the time of the crash, Graves had a case pending in Akron Municipal Court for being pulled over by police on March 18, resulting in a citation for having an open container.

As part of the sentence, Graves also was given a lifetime suspension of his driver’s license by Summit County Common Pleas Judge Mary Margaret Rowlands.

Court records show that Graves had more than 30 traffic-related citations in municipal court between 1998 and 2015. Most of the cases involved driving without a license or driving while his license was suspended.

Ohio mom accused of decapitating baby seeks insanity defense

CINCINNATI: An Ohio woman accused of decapitating her 3-month-old daughter is seeking an expert’s evaluation on whether she was legally insane at the time of the slaying.

Twenty-one-year-old Deasia Watkins has pleaded not guilty by reason of insanity in the March death of Jayniah Watkins.

Defense attorney Norm Aubin on Tuesday asked a Hamilton County judge for an expert evaluation.

Aubin says he wants to be sure he has sufficient evidence to proceed with a “not-guilty by reason of insanity” defense.

The next hearing will be Jan. 28.

Watkins was ordered to have psychiatric treatment and evaluation in April and has since been found competent to stand trial.

Police found Jayniah dead in the home of an aunt who was caring for her and Watkins in bed, covered with blood.

Kent State to hold board of trustees meeting in Akron

The Flashes are invading Zips territory.

The Kent State University board of trustees will hold its quarterly meeting next week in Akron — home of the rival University of Akron.

The location and timing may seem peculiar given the poor publicity taking place at UA now.

But Kent State spokesman Eric Mansfield said Wednesday that the meeting had been scheduled six months earlier and there’s nothing strange going on.

“It’s not unusual for our board to go on the road,” he said, noting that previous meetings have been held in Twinsburg, Independence and at regional campuses.

The board also will hold a meeting in downtown Cleveland next year.

The Akron meeting will be held Tuesday at Akron Children’s Hospital. Kent State and the hospital recently teamed up on a lead-based paint project in the city.

“With thousands of Akron-area students, alums and donors, and with several trustees directly connected to the city, holding our meeting in Akron makes sense,” board Chair Dennis Eckart said in a statement. “We value our longstanding Akron-area relationships, and we hope to continue and broaden this and other key partnerships.”

Mansfield couldn’t recall the last time, if ever, that the board met in Akron. But he added that it’s not uncommon for Kent State officials to be in the city.

Former Kent State President Lester Lefton held his 2012 state of the university speech at Greystone Hall in Akron.

“We’ve delivered a state of the university address there,” Mansfield said. “We have regular alumni meetings there. And our trustees and others have strong connections there. It’s a good opportunity for us.”

The Kent State board and administrators plan to meet with local government and community leaders during the visit.

The agenda for the meeting has not yet been released but Mansfield said the discussion is expected to include capital projects, long-range planning and an update on its rebranding effort.

Akron woman, 65, attacked in her home by suspect wielding hammer

Akron police are looking for a woman responsible for forcing her way into a 65-year-old woman’s home and attacking her with a hammer on Tuesday.

The victim was taken to Akron General Medical Center by paramedics and is listed in serious condition.

Police said the victim was hanging Christmas decorations when she stopped to answer a knock at the door of her Dodge Avenue home about 1 p.m.

When she went to the door, a woman asked to come inside to use her phone. The victim said no, but told the woman she would get her a phone book. When the victim walked back into her house to get the phone book, the woman followed her inside.

According to a police report, the victim reported the woman “hit her with what she thought was a hammer” and struck her in the head multiple times. The victim fell to the floor. She told police she could hear the suspect going through the house while she was lying on the floor.

The suspect took the victim’s purse and fled.

The victim found her way to her front porch and was heard by a passerby who called police.

When police arrived the victim was lying on the porch covered in blood.

The suspect was described as a heavyset black female, 40 to 50 years old, 5-foot-5 to 5-foot-7, weighing between 250 to 300 pounds. She had black hair with purple highlights and small braids twisted on the top of her head.

Ohio patrol, 5 other states to target impaired driving

COLUMBUS: The State Highway Patrol in Ohio will participate in a crackdown on impaired driving in a multi-state enforcement effort this week.

State police from Indiana, Kentucky, Michigan, Pennsylvania and West Virginia also will take part in the project from 12:01 a.m. Friday through 11:59 p.m. Sunday.

The patrol in Ohio says the effort to create high visibility enforcement on the highway is aimed at making the roadways safer.

The latest effort is part of a multi-state partnership to coordinate law enforcement and security services in the areas of highway safety, criminal patrol and intelligence sharing.

Ohio’s patrol says its troopers have made more than 22,000 OVI arrests in the state so far this year.


Feds: About 43,000 Ohioans have picked marketplace health plans

COLUMBUS: Federal officials say roughly 43,000 Ohioans have signed up for health coverage through the federal marketplace so far this enrollment season.

The U.S. Department of Health and Human Services says that as of last Saturday, 42,564 residents have selected plans while nearly 2 million people have nationwide.

Ohio is one of the states using the federal website, HealthCare.gov.

Federal officials say 57 percent of Ohio enrollees can find plans for $75 or less a month in premiums after tax credits. For 2016, Ohio consumers can pick from 17 issuers and an average of 81 plans.

The new sign-up season for President Barack Obama’s health law began Nov. 1. People who want their health coverage to start at the first of the year need to apply for coverage by Dec. 15.

Triway High School to be open after threat found in restroom called ‘not credible’

Triway High School near Wooster will be open Thursday, after authorities found a threat written on a wall in a girls’ restroom at the school.

Wayne County’s Sheriff’s Office Capt. Doug Hunter said the investigation determined that it was “not a credible threat.”

The threat said damage would be inflicted on the building in coming days, he said late Wednesday.

Deputies reviewed footage from school surveillance cameras and questioned a number of individuals who used the restroom about the time that the threat was posted, he said.

A Hinckley Township man faces nine charges after he allegedly caused three traffic accidents, including striking a Northwest Local School District bus with no students aboard on Wednesday in Canal Fulton.

Arrested was William L. Rini.

He was charged with operating a vehicle while intoxicated, fleeing and eluding, two counts of hit-skip accident, resisting arrest, reckless operation, passing on a double yellow line, failure to control a motor vehicle and speeding.

Police said Rini was responsible for two hit-skip accidents with other vehicles about 3 p.m. on South Locust Street and fled.

He rear-ended the first car, causing injuries to the other driver, police said. That happened in the 2400 block.

He also drove across two lanes of traffic and side-swiped on oncoming car, police said. No injuries were reported in the second accident in the 2200 block.

Police attempted to pull Rini over, but he fled at speeds of up to 70 mph, police said.

He failed to negotiate a curve, struck on oncoming tractor-trailer in the 200 block of South Locust Street and then hit the school bus, police said. No children were on the bus and no injuries were reported to the driver, police said.

That accident disabled the school bus and Rini’s vehicle, a 2014 Chrysler Town and Country, police said.

Police said Rini claimed at the time of his arrest to have killed several people. Police determined that to be untrue.

Rini was taken to a local hospital for his injuries and was later booked into the Stark County Jail.

Ohio military base security breach prompts calls for change

DAYTON, OHIO: A recent security breach at Ohio’s largest military base has prompted renewed calls for security improvements.

The Dayton Daily News reports U.S. Rep. Mike Turner says he wants more guards at Wright-Patterson Air Force Base gates. Turner said Wednesday he asked the Air Force to improve security even before a man drove past a guard Nov. 24. Base officials say the man entered a building but employees stopped him because he lacked a security badge.

There were some evacuations at the Dayton-area base, but employees returned that day. Base spokesman Daryl Mayer says the man showed no “ill intent” and was released.

An official with a union representing thousands of Wright-Patterson employees says security should also be improved at base buildings.

Base officials wouldn’t comment on security details.

Production continues to grow from gas-oil wells in Ohio’s Utica Shale

Commodity prices may be low and pipelines may be needed, but Ohio’s Utica Shale continues to set production records, according to a new report released on Thursday by the Ohio Department of Natural Resources.

Oil production in Ohio increased by 111 percent, from 7.4 million barrels for the first nine months of 2014 to 15.7 million barrels for the same time period this year, ODNR said.

Natural gas production also jumped by 126 percent, from 287 billion cubic feet of natural gas for the first nine months in 2014 to 651 billion cubic feet for the first nine months of 2015, the state said.

Ohio’s horizontal wells produced 5.7 million barrels of oil and 245 billion cubic feet of natural gas in the third quarter July through September, the state said.

The state’s horizontal shale wells produced more oil and gas in the first nine months of 2015 than all of Ohio’s wells produced in 2014.

In 2014, Ohio’s wells produced 15 million barrels of gas and 512 billion cubic feet of natural gas for the entire year.

The report lists production totals for 1,134 wells, of which 1,087 listed production results. A total of 47 wells reported zero production because they are awaiting pipelines.

The average well produced 5,241 barrels of oil in the third quarter and 226 million cubic feet of natural gas in the quarter. The typical well was in production 74 days.

Ohio law does not require the separate reporting of natural gas liquids including ethane, butane and propane. Such liquids are included in natural gas reporting totals.

To date, Ohio has approved 2,087 Utica shale permits. Of that total, 1,648 Utica wells have been drilled and 1,119 Utica wells are producing. A total of 18 drilling rigs are at work in eastern Ohio’s Utica Shale.

A few Utica wells are being drilled in northern West Virginia and southwestern Pennsylvania where the rock is deeper. That makes such drilling more costly and more risky.

The low commodity prices have triggered a major slowdown in the industry with drillers across the country delaying new wells and some companies seeking buyers and financial partners.

Federal government alludes to investigation in denying release of charter school emails

If Ohio isn’t investigating a failure to police its privatized charter school sector, there’s a chance the federal government is.

The ruling majority of the state school board, the inspector general, the attorney general, the state auditor and other government watchdogs have, for various reasons, refused to investigate a former top education official who acknowledged that he omitted failing charter school grades and didn’t mention it to the federal government before asking for $71 million to open more charter schools.

The U.S. Equal Employment Opportunity Commission (EEOC), which processes federal information requests, denied this week the Beacon Journal’s request for emails sent between Ohio and U.S. education officials regarding the federal grant to open charter schools in Youngstown and other “academically distressed” areas.

State-level emails released by the Ohio Department of Education earlier this year showed several state education officials working on a grade-fixing scheme that cost one top official his job.

David Hansen, former chief of school choice, authored Ohio’s federal grant application but failed to mention that he had purposefully left F grades out of a new charter school accountability system. The accountability system was Gov. John Kasich’s and the legislature’s major push to rid academic inferiority and fraud from Ohio’s charter schools, which cost taxpayers $1 billion a year.

State Superintendent Richard Ross, who postponed his retirement this year while sorting out the scandal, scrapped the system — postponing accountability for another year — and asked Hansen to resign two days after he submitted the faulty grant application.

Hansen, who is married to Kasich’s presidential campaign manager, touted the accountability system in the successful federal grant. Ohio received the largest award this year. The U.S. Department of Education was aware of the mishap but denied Ohio’s request to update its application. Federal education officials have put additional restrictions on the grant award but will not say who judged Ohio’s application.

After the U.S. Department of Education announced Ohio’s winning application, the Beacon Journal asked to review any grant-related emails exchanged between Ohio and Washington, D.C.

The EEOC denied the request with little detail other than to state that “the matters be withheld from the public,” relying on statutes in the National Defense Authorization Act, Americans with Disabilities Act and other federal laws and court precedents.

One exemption in particular “applies to civil and criminal investigations conducted by regulatory agencies.”

“Release of statements and identities of witnesses and subjects of an investigation creates the potential for witness intimidation that could deter their cooperation,” the EEOC stated in its denial letter.

Warmer temperatures likely in northern Ohio from Dec. 10-16, federal agency says

A mini-heat wave is likely to hit northern Ohio in mid-December.

There is an 80 percent chance that temperatures will be warmer than average in the Great Lakes, parts of the Midwest and the Northeast from Dec. 10-16, the National Oceanic and Atmospheric Administration reported this week in a weather update.

Some U.S. Weather Service officials are predicting one of the warmest Decembers on record for parts of the Midwest and the Northeast, due to the still-growing El Nino in the Pacific.

Forecaster Michael Ventrice told the Washington Post that there is a possibility for “historic warmth” across the northern United States in December with temperatures four to five degrees above normal for the month.

The average December temperature in the Akron-Canton area is 35 degrees.

The warmer predictions come after the Akron-Canton area had the third warmest November on record locally.

The average temperature was 48.6 degrees, about 6.8 degrees above normal for the month.

The Akron-Canton area recorded only a trace of snow on two dates in November. It was the sixth November with only a trace of snow recorded locally.

In October, NOAA, part of the U.S. Department of Commerce, had issued its prediction for winter 2015-2016 with northern Ohio likely to be warmer and drier than usual.

The U.S. weather picture from December through February is expected to be dominated by a strong El Nino that will affect the position of the Pacific jet stream. That is expected to produce rainy and cool weather from California to Texas to the Gulf Coast and Florida and up the East Coast to southern New England.

High pressures are likely to settle over the northern United States and produce warmer and drier conditions.

The excessively warm water in the tropical Pacific is poised to be one of the most powerful El Ninos ever, surpassing the record-intense 1997-1998 El Nino by at least one measure already, weather experts said.

Northern Ohio will likely get some severe winter storms and cold but those are not part of the winter outlook and cannot be predicted in advance.

The latest prediction also doesn’t address Christmas and whether a white holiday is likely.

Police: Toddler accidentally shoots self in Ohio

COLUMBUS: Authorities say a 3-year-old boy is in stable condition after accidentally shooting himself inside his Columbus home.

The Columbus Dispatch reports the shooting happened just before 7 p.m. Thursday.

Officials say the toddler was taken to Nationwide Children’s Hospital with a gunshot wound to his abdomen. He was initially in critical condition but was upgraded to stable after surgery.

Police say his mother was in another part of the house when the shooting occurred and was possibly asleep.

Investigators didn’t say who owned the gun. They planned to question the mother and had obtained a search warrant for the house.

No charges have been filed.

Am Akron barber shop owner took exception to an armed man walking the streets of Akron.

Deone Slater of Kangaroo Kutz near the University of Akron campus confronted the man with a rifle strapped to his back, Beacon Journal news partner newsnet5.com reported.

Daniel Kovacevic, 25, said he was within his rights to openly carry a weapon.

Slater said Kovacevic is a threat in a 5-minute profanity-filled video posted to Facebook.

Ohio is one of 31 states that allows open carry of weapons.

Ohio college, Indiana school to partner on drone studies

DAYTON, OHIO: An Ohio college says it will partner with an Indiana university on drone research.

A Sinclair Community College official says the college planned to sign an agreement Friday to cooperate with Indiana State University on unmanned aerial vehicles studies.

The Dayton Daily News reports that Sinclair’s vice president of workforce development and corporate services says the latest partnership will focus mostly on uses for drones in agriculture and data analytics technology. The newspaper reports that Norris says the Dayton college and Indiana State have been in discussions for a long time leading up to the agreement.

Sinclair officials say the Dayton school has partnerships with several other schools including Ohio State University, the University of North Dakota and Southern State Community College in Wilmington.
